The EU-Brazil Common Agenda for Migration and Mobility is part of the EU Global Approach to Migration and Mobility (GAMM) which is the basis, since 2005, of the EU foreign policy on asylum and migration. The GAMM is implemented through various legal instruments (bilateral and multilateral), agreements on visa facilitation and readmission, operational or training.
The proposal of a Joint Declaration on the GAMM between the EU and Brazil will imply a loan of 3 million euros of which almost 100% co-financed by the European Commission. From the EU side, the consortium is constituted by Portugal, as coordinator of the project, by Belgium and Spain. The aim of the project is to accelerate the cooperation and mobility in higher education between the EU and Brazil, as well as between the EU and Latin America and the Caribbean. The activities that are to be developed mainly concern the mobility of highly skilled workers, students and researchers, the recognition of professional and academic competences, as well as the mobility of students and researchers.
It should also be mentioned that at European level there has been an increased investment in the internationalization of higher education and Portugal has made important efforts to attract foreign students, particularly through the adoption of the Internationalization Strategy for Higher Education.
