EU External Cooperation

The Directorate-General for Higher Education has been monitoring the European Union's cooperation with third countries in the field of Higher Education, both in bilateral relations and in interregional cooperation, including the EU Enlargement Policy.

With regard to interregional cooperation, the monitoring of the following forums and dialogues should be highlighted: European Neighborhood Policy and Partnerships with the Eastern European Countries (Eastern Partnership) and with the countries of the South (Euro-Mediterranean Partnership - Euromed / Union for the Mediterranean), dialogue with Asian countries (ASEM), and EU-CELAC involving the countries of Latin America and the Caribbean.

In terms of bilateral cooperation, the EU has established relations with most of the countries in the world, often involving a higher education component that is monitored by this Directorate-General. In this context, emphasis is given to cooperation with Brazil under which Portugal coordinates a project within the framework of the EU-Brazil Common Agenda for Migration and Mobility, with the participation of this Directorate General.
